Canadian wanting to relocate for half the year

I presently live in Western Canada and looking for information on living in Costa Rica for half the year (bet you cant quess which months). This may change over time to a more permenant lifestyle in the future.  My question is does anyone know what is allowed and how you would go about? The biggest hurdle I see is the tax laws in Canada concerning your retirement investments.
