Hotel Recommendation Request in Quito

I’m flying into Quito and will be there 2 nights and one full day before taking a plane onto Manta
Would you be able to recommend a good/safe quality hotel that is not too expensive.
I would like to be near restaurants and in a location that is easy to explore the city during my 1 day there.
I don’t speak Spanish (yet!)

finally, can you please give me your advice about taking the hop on / hop off bus tour. I thought this may be a great way for me to see as much of the main site seeing areas as possible in one day.

Last year we stayed at Hotel La Rabida in Quito. It was great. Gloria, the day manager was fantastic. I highly recommend it. It’s close to Plaza Foche where there are lots of restaurants.
